Do families need a private car in Tokyo?

Child-seat rules in Japan
Japanese road rules generally require a child restraint for children under six. Licensed taxi and hire-car passenger transport is covered by a statutory exemption. Octoshell Japan does not treat that exemption as a reason to ignore family preferences: child seats remain available on advance request, subject to suitability, availability and vehicle fit.
Strollers change the luggage calculation
A folded stroller is not zero space, and a full-size or double stroller is not an ordinary carry-on. Tell us whether it folds, its approximate folded dimensions and the size of every suitcase.
